What is the tube next to the microphone making that strange noise?

I've seen some of rock / alt musicians have said plastic tubing attached your microphone and go to somewhere near the monitors? I really do not know where it goes. However, put in your mouth and the microphone (at the same time, I think) and sing (?) on it and all these weird / cool sounding noises out. What's your name? How it works Thanks!
